Oil Mines generate 4500 oil per hour - so calculate your fuel use carefully.

A single oil will sustain 17 planes well and fill up to 1000 quickly (best option).

At a push they can hold 18 planes but fuel consumption equals fuel production in this state, so extra units cause a problem.
