Custom Terrain Application

I would like a small application that can mix and match custom terrains - for example it would show the terrain in a small window and allow me to pick which grass/water/rock textures I wished to load before login. then it would, keeping a folder of true versions safe, delete the textures desired to be different and rename the lava texture to grass.tga.

Not sure if the application could remain open n change textures as needed - to a simple war format for simplicity of view etc.
